Yes. There are characters from the Sands of Maeoris series that appear in this series, but the main cast is composed of new characters.

Do I have to read the Sands of Maeoris series to read the Snows of Maeoris series?

No. It’ll be a better experience if you do, but it’s not needed as it’s a new story set after the events of To Forge a Hollow Crown.
